Bob Bailey (Board President)

Bob is the director of the Center for the Study of Dispute Resolution, Assistant Dean, and Senior Fellow at the University of Missouri School of Law.  He joined the Law School in 1979 but, left full-time employment at the Law School from 1983-87 to serve as Municipal Judge for the City of Columbia, while continuing to work at the Law School part-time. In 1987 he returned full-time to the Law School and now serves as Director, Assistant Dean, and CSDR Senior Fellow. He continued to serve as Associate Municipal Judge until June 2005. He teaches Arbitration, Life Skills Seminar, and Lawyering and Dispute Resolution.

Jason Ramsey (Board Secretary)

Jason is began working as a Commercial Lender for Callaway Bank in 2015.  While maintaining his commercial lending responsibilities, he was also promoted to Assistant Vice-President in 2020.     

Jason earned a Bachelor of Arts from Truman State University and received his masters in Public Administration from the University of Missouri – Columbia. He is actively involved with many organizations in Columbia including the Central Missouri Community Action Agency, the Board of Directors for the MO Higher Education Loan Authority and the Columbia Metro Rotary Club.y by Phone! Terry began his career with Farm Credit Services, and then moved to Commercial Finance.  He has been a commercial lender for twenty-two years and is currently with Central Trust Bank.

Tony Robertson

Tony Robertson is Senior Vice-President and Senior Lender at Central Bank of Audrain County in Mexico, MO.  Mr. Robertson was born in Grovespring, MO and has a Bachelor of Science from the University of Missouri in Columbia, MO. Mr. Robertson is a very active leader in the Mexico community and is involved in numerous organizations.  In his spare time, he enjoys playing with his children, golfing and is an active outdoorsman.

Tony and his wife Sara live in Mexico, MO with their three Children

Russell been involved in economic development for 25 years, at the state, local and 501 c-3 level. Currently the assistant city manager for the city of Mexico, MO where he oversees the community's economic development activity, airport activity and other areas of city government.

Tracy Walkup

Tracy has been in public service for nearly twenty years.  First, as City Manager and Economic Development for Maysville, MO for two years, then for Boonville from 1997-2004.  Tracy became Regional Director of Oats in central Missouri in 2005. 

She earned a BS in Business Management and International Business with a minor in Economics from Northwest Missouri State University in Maryville, MO and her MBA at William Woods University.

Peggy Rodgers
Peggy is president of First State Community Bank in Warrenton and began her banking career in 1988 at Mercantile Bank. She was the 2010 Warrenton Chamber of Commerce vice president, vice president of the Agape Ministry Board of Directors, a board member of the Warren County Fine Arts Council and a member of the Warrenton chapter of the Philanthropic Educational Organization.

Julia Boyd Uhls
Julia Boyd Uhls was born and raised in Fulton.  She graduated from Fulton High School in 1993 and after graduation, attended Transylvania University in Lexington, KY.  After graduating from college, Julia and her husband Chad returned to Fulton to work at Boyd & Boyd, Inc.  Boyd & Boyd, Inc. is a 4th generation family business founded by Julia's grandfather in 1934.  In 2001, Julia and Chad became owners of the business and in 2006, they were joined by Julia's sister, Cindy Beckmeyer and her husband, Brian.  Boyd & Boyd, Inc. is a licensed title insurance agent and real estate settlement company operating primarily in Callaway County, Missouri.  Julia is also a leader of Girl Scout Troop 71045 and her church's youth group.  Julia is active with Court Street United Methodist Church, Callaway County Relay for Life, Fulton Public Schools Foundation, Fulton Housing Authority, Fulton Wrestling Club, and Callaway County YMCA.

Adam Flock
Adam Flock is an Architecture Instructor at the University of Missouri.  Mr. Flock was born in Randolph County and is still very active in Moberly, MO.  Mr. Flock has a degree in Architecture from the University of Miami.  After moving to big cities for architectural career, Mr. Flock moved back to central Missouri and owns buildings in historic downtown Moberly
